What is Refuge (EVC)?
Refuge (EVC) is a BS 5839-9:2021 compliant emergency voice communication (EVC) system, providing reliable intercom and alarm call functionality. Using GSM and 4G technology, it requires no specialist cabling, Wi-Fi, internet connection, or Ofcom licence, making installation simple and cost-effective.
The Refuge (EVC) system consists of a Master Control Panel, which is the central hub, and hands-free communication outstations.
The Master Control Panel featured a 10.5″ TFT multi-touch display for clear intercom communication and alarm monitoring. Additional features include a built-in speaker-phone, onetouch calling, no-reply call forwarding, remote configuration and an optional hearing loop for improved accessibility, ensuring reliable and effective emergency communication when it matters most.

Who needs a refuge system?
Under the Equality Act 2010, the Regulatory Reform (Fire Safety) Order 2005 and current UK building regulations, responsible persons must ensure disabled people can be evacuated safely in an emergency. In many public-access buildings, this includes the provision of refuge areas equipped with a two-way Emergency Voice Communication (EVC) system designed in accordance with BS 5839-9.
An EVC (emergency voice communication) or Disabled Refuge System allows for communication between persons in the designated refuge areas and the person who is manning the master panel, which would normally be located in reception or the sites security office.
The system also allows communication with disabled persons. It is a system that allows voice communication in either direction between a central control point and a number of other points throughout a building or building complex, particularly under the direction of management of firefighters.
